BOPP film market set for steady growth to 2030
30 October 2026
Global demand for biaxially oriented polypropylene (BOPP) film continues to grow, supported by its strong position in food packaging alongside increasing use in high-tech and new energy applications.
Global BOPP film demand reached nearly 11 million tonnes in 2025 and is forecast to grow at more than 3% through to 2030. Despite ongoing economic and geopolitical uncertainty, BOPP remains difficult to replace in many of its core applications thanks to its combination of performance, cost and processing advantages.
Growth is being supported by increasing access to packaged goods, the expanding global snacks sector and greater penetration of BOPP in applications including retort pouches and high-barrier packaging. Emerging technical applications are also providing new opportunities for the industry.
Asia leads BOPP market growth
India and South-East Asia are expected to deliver the strongest volume growth through to 2030. In India, urbanisation and the continued expansion of organised retail are supporting demand across packaging film substrates.
North East Asia, meanwhile, is particularly important for value growth due to the region's leading position in technical BOPP films and related industries.
China remains central to the global market. Already the largest market for BOPP demand, production and exports, the country added more than 400,000 tonnes of new capacity in 2025. While further investment is expected, greater emphasis is being placed on technology and efficiency upgrades.
Sustainability is also influencing product development. In China, measures encouraging recyclable or compostable packaging and restricting excessive material use are increasing pressure on conventional multilayer structures. This is supporting a move towards lighter, mono-material and easier-to-recycle solutions.
Indian Sub-Continent sees rapid expansion
Some of the fastest growth in both BOPP demand and capacity is taking place in the Indian Sub-Continent. India benefits from a fast-growing economy, a low-cost manufacturing base and government support through the “Make in India” initiative.
The country also has a highly modern production base, including the world's largest BOPP line at 81,500 tonnes per year. However, rapid investment has brought challenges. Recent over-investment has placed pressure on margins, while additional capacity due to come onstream through at least 2028 remains a concern for producers.
Food packaging remains at the heart of demand
Food applications account for more than half of global BOPP demand, spanning applications from in-mould labels and anti-fog films for fresh produce to bakery packaging. Snacks and dried foods, including potato chips, nuts, coffee and rice, make up the largest single category.
Mono-material stand-up pouches are also expanding across applications ranging from baby food to beverages.
Outside food packaging, adhesive tape remains the largest application, with base-film production concentrated in China and continuing to benefit from growth in e-commerce and home delivery.
Technical films offer high-value opportunities
While volumes remain comparatively small, capacitor film and the emerging CCCF market are standout growth areas. Technological advances are enabling BOPP to play a greater role in emerging high-tech and new energy applications.
At the same time, continuing capacity expansion has left average global utilisation at its lowest level since 2020. Producers are operating against a backdrop of high raw material costs, supply volatility, logistics disruption and high energy prices.
Technology continues to advance, with line widths reaching 12 metres for packaging film production and 6.8 metres for technical applications such as capacitor films. Some producers are also retaining or bringing older assets back into use to accommodate smaller, more specialised production runs.
The outlook for BOPP film
Despite near-term pressures, the longer-term outlook remains positive. Global BOPP demand is expected to grow by more than 3% through to 2030, supported by essential food packaging, the growing snacks market and increasing use in retort pouches and high-tech and new energy applications.
At the same time, consolidation is reshaping the competitive landscape. The top 10 producers are expected to account for one-third of global BOPP production.
